Born in Batavia, New York, on January 7, 1938, to Hilton B. Steele and Mildred Steele (n?e Bessinger), Bev was instilled with a love for travel, gardening, and education. She went on to earn a master's degree in education at Syracuse University where she met Allan C. Hartley. The two were married in 1962 and eventually moved to Iowa City where they became active in the Catholic Charismatic Renewal movement.
